The leadership council of former SSLA rebels that signed peace with the Government of the Republic of South Sudan on April, 26, 2013, is profoundly delighted for the appointment of Dr. Joseph Nguen Monytuil Wicjang as the Governor of Unity State. As a former Governor of Unity State before the conclusion of the CPA in January, 2005, Dr. Nguen is a capable man with developmental ideas that would bring peace not only in Unity state but also in the neighboring states of Warrap and Lakes.
It should be recalled that the mismanagement of the affairs of the Unity state by the former governor was responsible for rebellions which threatened national security of South Sudan. The failure of the former Unity State government to pursue developmental policies anchored on peace were responsible for widespread insecurity in Lakes and Warrap States. The prevalent of cattle rustling which arrested development in three states of Warrap, Lakes and Unity was caused by decadence of leadership of the former governor of Unity State.
The appointment of Dr. Nguen Monytuil will bring permanent peace in Unity, Lakes and Warrap states and shall put to end the insecurity in Unity State which usually threatens the national security of South Sudan. It should be seriously noted that a threat to peace in Unity State is also a threat to peace in the entire South Sudan. As one of the oil producing states of South Sudan, any insecurity in Unity State could jeopardize the economic progress of South Sudan.
The international community should therefore assist President Salva Kiir Mayardit in consolidating peace in the country. There can never be development in South Sudan unless insecurity is addressed in the entire country. The amnesty that President Kiir issued in April pardoning the rebel forces that took up arms against the state is the correct roadmap to address insecurity in the country. With the appointment of Dr. Nguen Monytuil, the entire world should acknowledge that insecurity in South Sudan in general and Unity State in particular is being addressed by President Salva Kiir Mayardit. In coming weeks, Maj. Gen. David Yau Yau will join the peace process for the complete consolidation of peace in South Sudan to achieve development.
The people of Unity State in particular are delighted with the appointment of Dr. Nguen Monytuil as the governor of Unity State because it signals the end of insecurity in the state. The chiefs expressed their happiness by sacrificing bulls to their traditional deities while Christian leaders beat drums and sang songs praising God in heaven for answering their prayers at last.
